The Xilinx "Timing Analyzer" found the slow logic in the CPU.
Having fixed these, it now runs with a 66MHz oscillator, giving a
comfortable 22 MIPS. The ping numbers are now more respectable:
64 bytes from 192.168.0.199: icmp_seq=630 ttl=64 time=1.933 ms
